Regardless of family income, responsibility for the first five to six years of a child's life falls completely on its parent/s. It is NOT a govt. at any level issue or responsibility. It never used to be, anyway. People are way too used to their govt. taking care of them. Long past time to cut the umbilical cord. Parents: stop buying expensive cell phones and contracts that come with them; expensive satellite and cable television programming and the contracts that come with them; stop buying alcohol and cigarettes and large SUVs and big-screen t.v.s (there's nothing on anyway). Read to your child every single chance you get. Billboards, signs, magazines, picture books; have them read to you. They LOVE to READ. Stop crying poormouth and waiting for govt. handouts. Start being personally responsible for your life, and that of the children you made. They are NOT my (fellow taxpayer) responsibility. You made them, you want them, you got them. Start taking care of them. This day-care nonsense that sprouted out of the women's liberation/right to abandon our children and go to work nonsense is only about one generation old in our country. Time to put it to bed.
